so in some tactic articles from Frontline Gaming I read, that you prevent "The Reaper" wih 19 man units instead of 20 models. I couldn't find anything like that in the Rulebook. Is that an ITC Rule or sth?
Does this mean the enemy gets less points for killing such a unit? What's behind that?

yes its in the secondary objectives for ITC only. Look more closely at the secondary mission choices. Reaper is 1 point for every unit of at least 10 models eliminated and for a unit of over 20 models eliminated you get 2 points.
