Quick question on the Juggernaut attacks. The rule states you add 2 to the strength of the Juggernaut's Bladed Horn attacks if the unit has charged (Bringing the strength up to 7.)

Question is, do you also get +1 Strength due to the "Herald's Rule" of all models within 6 " of the Skullmaster gain +1 Strength. And does it also benefit from the Khorne rule of +1 Strength if the unit charges (Unstoppable Ferocity). Which all combined would bring these up to STR 9 Attacks.

Just asking as I really don't want to get this wrong and the difference between STR 7 and 9 can be pretty big.

Not trying to work the rules here, would just like a clarification please

The Skullmaster's rule only affects the profile of the model, not their weapons. Unstoppable Ferocity was errata'd to affect their melee weapons. https://whc-cdn.games-workshop.com/wp-content/uploads/2018/01/warhammer_40000_chaos_daemons_en-1-1.pdf

Unless otherwise stated, all modifiers stack.

That isn't what is being asked. The Juggernaught CCW has a fixed strength, it doesn't have Strength: User. Thus any modifiers to the models strength do not affect the juggernaught's weapon, it has to specifically call out the weapon as the errata'd Unstoppable Ferocity does.

Bacon is right, Strength increases to the model are irrelevant if the weapon has a stated strength value instead of using the users.
