Their times work well if you're playing an elite army with limited model count.
20 minutes for a turn 1 is very, very quick.
It's also worth noting that a 15 minute delay - for ANY reason - means you legally cannot start a turn 5. Meaning, most games will realistically end at turn 4. I don't know why they don't just incorporate that into the planning and scoring.

Man I don't like this rule "Forge World units must be represented by the actual Forge World models. If no model exists, you may NOT use that unit in the GT"
I made my own Scorpius Tank, so I couldn't use it...same with my Rapier Artilleries, their Kromlech models..

You shouldn’t make lists that involve models you don’t own. I’m sure the models you have look cool, but they’re not 40k models.

My Scorpius is a conversion, using a rhino as the base model so it's mostly GW. This is tournament legal just about everywhere else. The rapier artillery itself is Kromlech but the dudes are GW. I'm not as sure about that one.
