Can I still cast a spell when no enemies are in range? In regards to Tzeentch Fate Point generation more than anything else. My feeling was no ... but rereading the core rules there isn't anything about first declaring a target then rolling to cast. In fact you roll to cast, other play rolls to unbind, then you do whatever the spell says. Which say things like this: Arcane Bolt: Arcane Bolt has a casting value of 5. If successfully cast, pick an enemy unit within 18" of the caster that is visible to them. That unit suffers 1 mortal wound. If the casting roll was 10 or more, the unit suffers D3 mortal wounds instead.
Am I getting something wrong? Because this is pretty big for me actually getting some FP going Turn 1, especially if I go first (and don't have mirrors or balewind). - Salvage

Well, it seems that rules-as-written could allow you to do that, but rules-as-intended might not. As a case, if I would play against your army, I'll go for intended.

I wonder... How do you know this is not intended? As far as we know RAW = RAI. Unless you have some inside game developers knowledge? But it seems you are just saying it is not RAI because you do not like the way it is written and plays out?

^ Thanks for the dev confirmations! I was just going to do it because it works (and I won't hit summoning costs skipping a turn), but happy to know it's apparently intended. Weird but intended.

Think of it as them channeling energy and/or engaging in summoning rituals; it actually makes a lot of sense that way.
