Can someone explain how the different DE factions work and what their purpose is?

If I want to take reavers do I need to have a succubus and wyches before hand, or can I just toss them in with an archon and warriors?
Certain models don't even have a faction, like incubi, mandrakes, and scourges.

Also, have the CAD's changed for DE? But if I wanted reavers would I need a 1 succubus HQ + 2 wych troops first? On the flip, how does this play out with elite choices like Incubi or mandrakes, am I allowed 3 for each HQ and 2 troop squads?

Im pretty sure the 7th edition codex was something to the extent of 2HQ 6troop 3 elite 5 fast attack 3 heavy, is this still the same, and just depending on my HQ certain models get buffs?

Also what happens to these rules if I use Ynnari instead?

Appologies, trying to get back into 40k and haven't recieved the new codex yet, all these changes are taking me for a whirl.

The factions are indeed a bit of an odd ball

0) CAD's have changed for everyone. Its now all organized by detachment, which tend to favor one type of thing e.g. spearhead is 1 HQ and 3+ Heavy Supports with a few other slots etc. I'd recommend reading up on the back section of the main rulesbook just to see how that works more generally. You are no longer obligated to take several troop squads as in previous editions, although several of the deatchments, require them. For example, the 'battalion' requires 3 squads of troops. it is quite popular because it grants you additional command points, which are quite useful.

1) Detachments in 1 faction often gain new special rules, at least for all the codex armies. These can range from somewhat useless and overlooked to quite strong. The dark eldar have them on the much stronger end.

2) The DE are a bit unique, in that their bonus is dependent on having all the units in it from a single sub-faction. E.g. Not just drukharii, but all Coven/Kabal/Cult etc. So to gain the detachment obsession, you need everything from the same sub-faction. The few that don't have a faction (incubi, mandrakes, scourges) never benefit from obsessions, but also don't prevent other units from gaining them. So for example, an outrider (1HQ and 3 Fast attcks) could consist of a succubus, some reavers and a few squads of scourge. The succubus and reavers would gain a cult obsession, the scourge would not.

3) You CAN just stick reavers in with your archon and kabal troops but then the whole lot looses their obsession. People tend to not do this, because as mentioned above, the obsessions tend to be quite strong,

4) If you want to build ynnari army, you lose any obsession bonus for your detachment. Additionally, you lose the 'power from pain' bonus, which is common to all dark eldar units.

Thanks for the info! So if I wanted reavers, a potential army might look like:
first detachment:
succubus + 3 reaver squads
second detachment:
archon, warriors in venoms,
Then I can just toss in mandrake, scourge and incubi to taste and I would be able to get the obsession buffs?

Is there a limit to the amount of elite/fast attack choices I can take?

Yes, that works great. There is a limit to the fast attacks and elites, both for the (likely battalion) 2nd detachment, and for the outrider wych detachment. You can find them in the back section of the main rulebook. I don't remember how many it is off-hand.

For the Cult obsession red grief and seeing how vehicles can enter CC, do models inside the vehicle also enter close combat when the vehicle does? What happens to the models inside it if the vehicle blows up?

They do not, and they disembark followed by a test to see if they get slain, with models who can't disembark due to lack of space being slain. Covered in the transport rules of the BRB.
