He must declare them all at once, but yes, any number of units can use
FTGG. This means if he announces a unit to
FTGG, and they don't get to fire for whatever reason, they can't fire overwatch again that turn. You can't wait to see the result of the first overwatch to see if you're going to announce the others. Furthermore, because it's the opponents turn when you fire overwatch, the opponent gets to choose the order that your units fire overwatch, due to the sequencing rule.
However, the wording for
FTGG is not very clear and could possibly be interpreted as only a single additional unit can fire. That's not the majority opinion (for what it's worth) and needs
GW to fix things properly.
