Everyone is telling me I can't use a penitent engine in a sisters detachment, I can't find anything in the chapter approved or any of the FAQ's that says that?

The Engine doesn't have the ADEPTA SORORITAS keyword, so if you want that as your detachment keyword then you can't have the Engine.
That said, I'm not sure there's any disadvantage to just making it an ADEPTUS MINISTORUM detachment currently. Might be when the Codex drops though.

Ah yeah, you'd need an ADEPTA SERORITAS detachment to unlock the strat... You don't need it for a relic though and there's no faction abilities you would lose yet. So if you have another detachment to unlock the strat you should be all good for now.

You'd lose the two stratagems that sisters currently have.
However, nothing at present stopping you from having a sisters detachment and a ministorum detachment.

How is it that Repentia are a Sororitas unit, but once you strap one of the Repentia to the front of a walking trash can it is no longer Sororitas?

Priests are not HQs, and Jacobus is a priest that costs 3 times as much for basically nothing. You'd be better off taking a canoness and accepting that she's out of luck on stratagems and the relic - she can still sit back and provide the reroll aura (which penitents won't benefit from).

Those aren't repentia, they are priests and other functionaries.

Pretty sure the Canoness in a non- SoB detachment can still take the relic as long as your warlord is SoB in a pure detachment.

Meh. Repentia may be characterful, but I prefer my Bolter Babes to wear Power Armor.

It's not a repentia. There's a male pilot option too.
The pilot is someone that has failed the ecclisarchy somehow and has to atone for it it. That might be a sister but it also might well not be.
