Ha Ha Ha Haaa! Fear not Citizens, Hope has arrived! Because I am here! As you seem to have figured out, you can indeed consolidate into (or even pile into) any unit, even one you did not declare a charge at. However, if the unit doing the consolidating (or piling in) did declare a charge that turn, they may not make any attacks into units they did not declare a charge at. This is important because the units you'll be doing this trick with usually have some method of attacking a 2nd or even 3rd time in a fight phase. However it's also a neat trick to force a unit to have to fall back and deny them their shooting (unless they are the Un-Fun Eldar, or T'au, or the Too-Fun Eldar, or the Extra-Clown Eldar).
