But why?! And how?

I am leaning towards a sort of 'Tyrants Legion' thing myself, but what are some other justifications for having a well equipped and competent army of psuedo-cultists for a Chaos Lord? Bearing in mind that the guy leading the army uses dual Lightning Claws to carve gak up and worships Khorne. He may also be a VotLW...

Okay so I think Ive got it.

After the fall of Cadia, many regiments of that world who were abroad in the galaxy became enraged with grief and some set out on personal quests of vengeance. Of those that did so, some walked down dark roads in order to gain the power necessary to avenge such a brutal loss and of those some inevitably turned to the Brazen Throne of Khorne. Martial honour, revenge, bloodlust. All these are the domain of the Red God, and so it was that the lost sons of Cadia fell to Chaos, just as their Homeworld before them.

Of these Traitor Guard one regiment has gained power and ascendancy in the eyes of Khorne, enough to dominate all other fallen Cadian renegades who worship him. This is in no small part due to their commanding officer being slain by a mighty Chaos Lord, who subsequently took over the regiment and made it what it is today. Now called the Red Legion, these traitorous Cadians now march alongside an ever growing warband of World Eaters from whom they take their name. Together, Chaos Marine and Traitor Guard, the Red Legion marches onward in a never ending quest for skulls and blood.

Amid the thunder of a million marching feet can be heard one cry from the villanous Cadians...

Death for Cadia! Death forever!
