It states, along these lines, that if you have 5 or more Fate Points at the end of your movement phase, you can summon one or more units from the provided table of Daemons and their respective Costs in accrued Fate Points. It goes on to state the conditions under which summoned units are placed. My question is this: since this is done at the end of the movement phase (and not during the hero phase), does the summoning just happen, or does a wizard still have to summon the unit (even if the specific spells aren't used anymore)? I guess the answer should be obvious, but this feels too good to be true.

EDIT: while I have you attention--Bolt of Tzeentch is in both the Lore of Change and the Lore of Fate. Are they still considered the same spell for purposes of casting unique spells each turn?

What phase it occurs in is inconsequential. The rules don't require a Wizard for you to spend Fate Points (just like Destiny Dice don't require a Wizard to use them). Forget the summoning spells altogether and just use the rules for Fate Points as listed in the General's Handbook.

A. Summoning happens at the start of movement phase. A wizard doesn’t have to “do” anything but under placement it does say you need to set up summoned unit within 12 of a wizard and outside of 9 of an enemy unit. If your worried about fluff or something.

B. They are the same spell for purposes of the rule of 1. Just everything in the book has access, mortals and daemons.

All of the things. Most of the time.
