I'm just wondering how (non-fortification) buildings work, as I can't find any rules for them in the rulebook, but I know they sometimes get used at tournaments. Are they essentially just ruins with four walls and a roof? I'm guessing not because of that BA vs Hellhounds incident on a Necron themed table at LVO (I think) where the obelisk-type terrain pieces would've been way to small to actually have models in. In that case do you simply decide with your opponent pregame what the transport capacity is for each building?

Any enlightenment on how this is normally played would be much appreciated, cheers.

Usually its just ruins, otherwise its an agreement between players. often taking the form of a variant of a similarily sized fortification piece (usually with worse save/ toughness if its a civilization structure and not a real fortification)

There isn't, and can't possibly be, a blanket rule covering any piece of scratch-built terrain. you are supposed to use common sense and communication to figure these out.

can neither confirm nor deny I lost track of what I've got right now.

Or define it in a scenario package. Organizers should take that out of the player's hands since they may disagree due to "advantage" issues.
As a side note, I would agree that the fortification rules would work the same with the lower "traits" to make it a civilian building.
I have not built complete buildings only fairly good condition "ruins" to avoid this very thing, I imagine a half hour discussion on what each "type" of civilian building stats would be with my friend.
I suspect I could write a building Codex after that talk.
I find it both fun and wearing when people like a high degree of "realism / simulation" with their fantasy wargaming.

Fantasy doesn't mean all logic can be ignored. Wish people would stop that silly excuse. Demand quality product rather than give excuses

Back in 7th GW had rules for generic buildings but yea this is something the TO would need to let people know about ahead of time in a competitive setting. That said I do wish GW had some more terrain rules. Right now unless it's a LOS bloacking box it doesn't really mean much.

In a tournament setting, yeah the TO would be resposible for these rules.

The most commonly overlooked portion of the terrain rules is that GW states (openly) that the provided rules are just suggestions and that players should expand terrain rules themselves as they see fit. No one bothers doing this because they're lazy or playing pick-up games where they're afraid or something, but the real rule? Just make up the rules yourself.

That's a big cop out. Yes a dedicated gaming group can play around with the rules that work for them. That said, GW is one producing the game and to expect the community to do their job for them is what cause them a lot of lost interest and sales in 7th. Additionally coming up with rules on the fly during a pick up game sounds like a ticking time bomb waiting to happen and something that would slow the game down or cause an argument eventually.

Sure, but what's your alternative? You can complain or you can fix it yourself. Waiting on GW to fix it may take a year or two. I'm just tired of people bitching and not doing anything to sort the problem out themselves. It's not tough.
