I'm sure this has an obvious answer but I'm in the middle of a brain fart and can't quite remember. Are infiltrators like SM scouts and Eldar Rangers allowed to deploy outside of their own deployment zone on turn 1, following the individual infiltration rules? Or, if they choose to infiltrate out of their own deployment zone, do they have to wait to turn 2? Essentially is infiltrating and deep striking the treated the same way under the beta rule, or are they distinct from one another? Thanks.

That depends. If they already deploy on the table but then are able to change their deployment before turn one then they can do that and not be in violation of the beta rule.

However, if the ability in question says they are off the table instead of deploying on the table (i.e deployed somewhere not on the table) then the beta rule applies to them

That makes sense. So in the case of both scouts and rangers, they both make there moves in the deployment phase, and as such wouldn't be subject to the beta tactical reserves rule. Thanks.

Scouts for example are allowed to deploy anywhere as long as its 9" from enemy deployment zone.

Scouts and Rangers don’t arrive as reinforcements. They deploy via special rules during deployment. As they’re on the board before the game begins none of the restrictions apply. They can’t be kept off board and ‘infilitrate’ on turn two. Read their rules carefully and it tells you when they deploy.

The beta tactical reserves rule doesn't affect any model that deploys on the battlefield outside of a phase. Deployment is not a phase.
