I'm seeing posts which imply that if you fire a Devastator Heavy Bolter or Missile Launcher, use the Flakk or Hellfire Stratagem, then use the Cherub to shoot again, that said Stratagem applies again. My personal reading is that the Strat only works once. What is the consensus on this?

It always helps to check the appropriate FAQ, in this case the Codex Space Marines FAQ:

Q: How do the Flakk Missile and Hellfire Shells Stratagems interact with an Armorium Cherub? Are you able to ‘reload’ the weapon and fire again with the benefit of the Stratagem?

Would this be the same for endless cacophony and daemon shell? I mean, you probably wouldn't spend 3cp to do it but I guess you might find yourself in a desperate situation...

Correct. However you can't shoot again immediately like the Cherub, you have to wait till the end of the phase.
