Hello and Good Evening,
I would like to start a Space Wolves Horus Heresy and have the rule books and two BoP-Boxes available. Now I look for general advice on how to build a 3000 point list. Any help is appreciated.
Is a Drop pod Army viable? or are there other options without playing rhinos?

Drop pod army is definitely viable, you need to assemble a character as a Praetor to get access to a Rite of War and then go for the Orbital Assault rite of war. Gives all your infantry that have access to a rhino the ability to take a drop pod, and your terminators can deep strike as well using teleportation.

Welcome to the Rout. So a Droppod army can be done, but the VI's legion probably has the best troop choice. In my 3k list I run 3x 15 man squads. I recommend looking up tactics on 14dchan

You’ve probably figured out that Drop Pod lists are (somewhat) all-or-nothing affairs in 30k. You can give a few units Dreadclaws or Kharybdises in a normal list, but infantry can only take regular Drop Pods with the right Rite of War, usually Orbital Assault. The idea is to put shooty units in Drop Pods and assault-oriented units in either of the better pod types. At least one should be big enough to require a Kharybdis (~20 Gray Slayers or 10 Terminators, plus characters), and Leviathans in Dreadnought Drop Pods count too. Certain shooty units might get a Dreadclaw, like machine killer Veterans with combi-meltas and meltabombs. They’re your best anti-tank in this sort of list.
Since Space Wolves are better at running, I’ve seen people take Gray Slayers on foot alongside Assault Marines. It isn’t as reliable, but it’s an option.
You could also go bike heavy. Not jetbikes; they’re lousy in assault so while you might take some, taking many would fail to take advantage of your legion rules.
Speaking of legion rules, Counter-Charge on Breachers sounds like it’d work particularly well. That might be worth looking into.

Breacher definetely seem viable especially in Zone Mortalis.
Maybe I should look to the Bloodied Claws Rite of War to make better use of Grey Slayers.

I'm a fan of pale Hunter myself, take red blade for the infiltrate and because he's amazing at wrecking vehicles.
Having 20 slayers turn up on your flank turn two is something to worry anyone, sending in seeker squads rip the heart out of an elite unit with a barrage of plasma never gets old.
I fight iron warriors and imp fists on a regular basis so foot slogging isn't always the best idea

Discovered PALE HUNTERS ROW recently, but struggle to build a list. I usually take all Heavy Support Slots.
What are the best Choices here? A Squadron of Tanks or a raptor Gunship to add some firepower ?

I'd advise going for the tanks rather than the Fire Raptor simply because the Fire Raptor is good at killing things your infantry are already good at killing (light/medium foot, moderate/low-AV vehicles) and struggles with things like 2+ armour and Cybernetica bots that your infantry already have a hard time with.

If you want to get close I'd also recommend pale hunter, take hvraarl redblade who murders tanks and let's three infantry units outflank.
Consider a command tank as well you'll end up with 2+ reserve roll that you can re-roll it you fail.
Take 20 man slayer units, give them 4 powerfists on basic guys, one on the huscarl, a few power swords and use the rest as a screen to ensure you are hitting hard on the charge.
We can now include apothecary units without losing warriors mettle that's worth looking into.
Deathsworn as a bodyguard for a priest are another option, 2+ with a fnp roll takes some shifting, power axes combined with rad grenades are lethal.
Don't bother with varagyr unless you're going to put them in a Spartan alongside russ, regular terminators are far cheaper if you want a shooty unit.

I have not considered a damocles command rhino, but manipulating reserve rolls sounds good. Thanks for the advice. Will try out a vindicator squadron instead of a fire raptor.

You might also consider seeker squads and outriders, elites are a busy slot for wolves.
I've made a 10 man unit with a vox and some combiplasma guns, they'll infiltrate turn 2 providing los for the orbital strike while hopefully blitzing down some expensive unit.
If your opponents focused on them it'll help your slayers get across with more bodies.
And if your after tank support consider predators, their base autocannon is strong in heresy and they are pretty cheap.

Yeah Seeker Squads were on my list. Maybe with Hvarl to give them Preferred Enemy? I often struggle with Spartan Tanks. Therefore I would prefer vindicator, but Predators definitely worth their points.

Well seekers already have it against their target unit, and in 7th combi weapons only get one shot from the special weapon.
Honestly he's a monster at killing vehicles he's solo killed my mates leviathon dreadnought and land raider repeatedly in a single round of combat, you may want to put him in with some terminators or deathsworn instead, we are limited in our heavy support so having him turn up turn two in their end of the board will not be something they can ignore.
Destroyers with melta bombs and jump packs are another option.

Wolve's strength is that it has great access to positioning, great speed to get into fights for that charge, really good first road combat punch too. But their infantry have nothing to help them take hits.
Space Wolves are quite fragile because their Legion traits and special things encourage a very infantry heavy and 'glorious charge' kind of army.
You need to be okay with having lot of mk2 and mk3. Grey Slayers are super fast and Deathsworn are one of the only units that has good staying power - and it has the most staying power in any unit in the game in my opinion. They can swing back in melee even when they die in combat that turn. plus they're ap2. Contemptors are also good too, maybe a Leviathan too.
Anyway, thin about it.
