Question:

Can a Chaos Character summon via Daemonic Ritual if no current units on the table have the Daemonic Ritual ability?

If so, can I use Tolhok the Blind's Predictive Strategist rule if he isn't part of my army?

The answer to both questions should be the same, in my mind.

You can if you can somehow measure to a Character that is not on the table, since the unit has to be placed within 12" of it. (i.e. No, you cannot). Also you seem to have make the same mistake a lot of people do. Models don't need the Daemonic Ritual rule to be able to summon, they just have to be a CHAOS CHARACTER, regardless of source. Any CHAOS CHARACTER can try to summon a unit with the Daemonic Ritual rule, because the CSM codex allows any and all CHAOS CHARACTERS to do so.

Do you mean "not on the battlefield"? Obviously if Tolhok isn't in your army and you haven't paid points for him, you can't use his special rules.

You probably need to re-read the daemonic ritual ability.

The unit you are summoning needs to have the daemonic ritual ability on their datasheet. Doesn't matter if there is no daemons currently on the table.

The summoner only needs to be a chaos character.
