Just wanted to share a fast and fun list I played in a tournament last weekend. We used pre faq2 rules so if the new fly and reserve rules would have been in place it would have looked a bit different. I would have probably switched scouts for more Dire Avengers.

This list is a very aggressive turn1 chargeing list. Since I run Saim-Hann I get to both reroll charge ranges for my Craftworld troops and access to a nice stratagem that makes the bikes able to advance and charge (Move 22 + 2d6 charge), as well as reroll to hit of ones.
Possible 1 turn chargers:
Shining spears with Stratagem. (likely against all but Dark Eldar with Vect-stratagem)
Warlock skyrunner conclave (using Seer council stratagem and quicken)
4 man skyweaver squad (Advance and charge)
Solitaire (Blitz + advance + charge nets a 12+5d6 charge range)
2x3 man skyweavers (but these will aim for vehicles as their first priority)
Autarch skyweaver (only 16 move, but rerollable charge range and banshee mask(index) makes it harmless to try. Could also just advance up to provide reroll ones bubble.
Farseer skyrunner (Not likely to charge, just move up to give support to warlock conclave)

The warlock skyweaver is a real ganewinner in this list. Protect, fortune, quicken and then either a 1d6 smite or jinx on a priority target. Then shoot Shurikens and spears) and charge.
The farseer dooms something dangerous or smites. The Shadowseer follows closely behind and tries to give some more mortal wounds. The Autarch tries to find a good spot supporting either the shining spears or warlocks or preferable both.

Biggest problem is the short range shooting but with invulsaves on most key units it is usually possible to get in close. Biggest problem is pure gunline lists that can deploy far back or with wellplaced screening units. I actually had most problem with Dark Eldar that deployed Talos as a screen for the shooty transports.

There were 92 players and I ended up at 21st place. 5 game tournament where you got paired with similary scooring armies after the first game.

Game 1: Imperial guard with a shadowsword and space wolf allies. I caught him unprepared and did get an extremly good first turn. His wolflord cavlary managed to tie up my warlocks for a few turns though, but in the end he was tabled.
Game 2: Drukhari. He deployed really well against my army and vected my stratagen to advance and charge. So first turne only killed 3Talos and a small squad of wyches. He had a 20man wych squad that came down (in his deployment zone, We did play pre faq2 rules) and killed one harliesquad and tied up my warlocks. Here we made an error and his shardnet stopped my Warlock bikes from escaping. I later found out that he couldnt do that, but that was long after the game so I didnt bother much about it. Told him about it the next day though, This was my biggest loss.
Game 3: Grey Knights with Draigo and a Knight. This was a hard list to fight, but he didnt focus anything on the Warlocks the first few turns and that cost him the game. Win.
Game 4: Chaos led by Ahriman with lots of princes and 30 pink horrors and 30 tzangors. A hard and even game. I killed 2 plaugeburst crawlers and got a third one down to 5 wounds on the first turn and managed to assault the horrors. Had problems killing his princes and he did a few errors which lost him the game. Small win.
Game 5.: Knights, guards and Blood angels smash captains. Yeah... that 'net'-list. He got first turn but the only thing that died was a skyweaver a few shining spears and the solitaire. I retaliated by killing his knight Valiant and wounding one of the knight gallants. Another good close game but I managed to get a small win.

4 wins out of 5 games. I am pleased and enjoyed this superfast list.

The Warlock conclave has been fortuned by the Farseer, I guess.
Against multiwound weapons, Fortune with the reduced 5+ save is rather weak at least in my experience.

+3 invulsave and +5 feel no pain on a model with 3 wounds is pretty good in my opinion.

He's using Protect (you know, that other part of the jinx power!)

Since you invested so much into the warlock conclave, what does that unit do for you (apart from being resilient)?

Also, for such a cheap unit, can you give me some insight on your Swooping Hawks? I think they're underused and would make great objective grabbers mid game.

The investment Into the warlocks is definitely worth it. I usually use the seer conclave stratagem as well to make it easier to get the powers through.

As for the swooping hawks... they are mostly a filler to fill up the last points in the list. I was considering other options as well but I found that they are a perfect unit to snag objectives with and shoot weak troops. 5x4 shots even at s3 can give a lucky wound on any unit. And their ability to leave the battlefield and return next turn really helps to in a pinch. They performed better than the scouts anyway.
