Hi guys , I want start order draconis or phoenix temple , there is a really competitive list for this army ??

If they don't have a modern battle tome, they are likely not very competitive. There are always fringe elements able to take a non battle tome list and do well with it however. Its just not going to be on easy mode, like other competitive lists are so you are going to have to play an excellent game and know your stuff to do well.

Order Draconis and Phoenix Temple seems to be generally considered in the worst spot of all the Aelves, at the moment. But there are others like you, who are trying to get the most of out them, and below are two links with information that might help you out.
First one is someone looking to take them to the recent Blood and Glory tournament, and thus getting the most competitive list out of them as he could:

The nice thing about Phoenix Temple is Annointed on Phoenixes are pretty awesome. The sad part is you are always paying for the Annointed whether you take him or not so there are three non-options in the form of two unmounted phoenixes and a battalion that requires them.

So you have three warscrolls: Phoenix Guard, Annointed on Frosty and Annointed on Firey. They are good but the lack of diversity and tactical options is going to make things an uphill battle and probably pretty bland. What you take as allies is tremendously important, and the real element of choice when it comes to listbuilding.

If Phoenix and Dragons are viable, I might be into this AOS thing as they were/are my favourite High Elf units. Hmmm.

Yeah the dragons are good too. Have not looked over them all in a while but as I recall the Annointed on Frosty is top of the pack, with Lord on Dragon coming. Someone correct me if I'm wrong.
