I did a Search for this specific topic through the Core Rules, online in general, and through this forum and was unable to come up with a definitive answer. Sorry if this has been analyzed to death, but GW just loves to be as vague as possible. I would really appreciate any official rule citation regarding the actual answer.

Question: Can a non-fly vehicle (e.g. Landraider, Stompa, Dreadnought) move vertically, within its movement limit, and end movement on top of a non-Ruins piece of terrain (e.g. Building, Hut, Cargo Container)?

If you think a tank parking on top of a 8" tall grocery store to avoid being locked in melee combat is unintuitive and stupid, can you provide rule citation that says a player cannot do this?

If this question has been answered with rule citation, please provide a link.

If it is not-ruins and the vehicle has sufficient movement, I believe you can. It would fall under Scratch-Built terrain until GW releases their official Imperial Grocerium.

Nothing in the rules prevents you from travelling vertically up non-Ruin terrain and you are given permission to move in any direction you want, so you can move up vertical walls just fine if you have enough movement, no FLY required. Just keep in mind you cannot use the WMS to float models mid-air since the WMS rule only applies if terrain is making it difficult/impossible to place safely, not just difficult/impossible to place.

Unless such terrain as been defined as Impassable, you are free to part you Tanks on top of it.

Just agree your terrain rules pre-game. We run with several hot fixes to immersion-breaking gamey stuff, notably that tanks can’t climb and barricades cost 2” Movement extra to cross to avoid having to measure each time. If you don’t do this you’ll end up one day playing Mr. Show Me Where It Says I Can’t and you’ll have a truly sucky game.
