So, I had a thought when I was reading about Horus being cloned, could the Emperor be cloned? I guess if you had the genetic material, but he wouldn't have the Emperor's soul. Could the Emperor inhabit this new cloned body?

Is there anything in the lore to go with that, or has it been attempted before?

Like you said, it wouldn't have the Emperor's soul, which is the source of his power. His current soul is currently trapped and bound to the golden throne since he's stopping the broken Webway gate from exploding and ripping a new Eye of Terror focused on Terra.

No his current soul is floating through the imageries as the star child. He needs to be reborn. TURN OFF THE THRONE!
