Is this just cool art, or is it associated with any piece of fluff? I’m asking so I could perhaps try to nail down any more information about Tempestus Scions. I mean look how many there are!

Book 2 isnt it? The one that deals with the Ynari's Adventures in the Webway with the Survivors of Cadia.

It was in Fracture of Biel-Tan, which was more of a campaign supplement than a pure novel. Lots of rules, formations and missions.

I love how that guy is shooting whilst looking in a totally different direction, and his mate is just on the phone.

For me, the joy is in putting some good-looking models on the board and playing out a fantasy battle - not arguing over the poorly-made rules of some 3rd party who neither has any power over my play nor will be visiting me (and my opponent) to ensure we are "playing by the rules"

That’s just how good the Tempestus Scions are. No-scoping Chaos!

I'm curious about the intention behind the angel-thing in the background, who's facing implies it's on the side of Chaos.

Those weren’t just tempestus scions, they were ancient tempestus scions trapped decades prior by the Necron Lord Trazyn the Infinite in one of his weird crystal time prisons along with an Inquisitor, that he released to turn the tide of battle on Cadia long enough for the survivors to escape.

That scene takes place at a webway portal where the remnants of them died holding off a chaos force long enough for a bunch of Eldar, Sisters, Mechanicus and Space Marines to escape and later wake up Roboute Guilliman.

It was a pretty crazy event.

You can tell from the look on his face that it's a telemarketer.
