Yes. However remember that custom character rules are not designed for matched play. They are something you mutually decide to use with your opponent. They are not in any way balanced and have the potential to be extremely unfair if not handled in a reasonable way.

My point is that the system is not balanced at all for competitive play though. But if it's legit for the tournament, whatever.

You know you could just try winning with skill instead of rules lawyering.
It's a competitive format, there is a high probability that matched play rules will be in effect meaning no crazy charictor creation shenanigans.

Also I'll point out even in competitive setting the number one rule of don't be a still applies.

I edited this. I feel like you've not quite grasped the point of the language filter.

Yes, you can do it if the rules of your game allow it (whether it's a pickup game, campaign, tournament or league).

However, the point of the character creation rules is to make cool characters, not overpowered ones. In a narrative game I'd allow the rules, but if it's clear you're just overpowering your characters then I wouldn't.

Ive talked to the organizer and its a free character in a separate detachment with a 500 point army. Terribly broken rules for this escalation league.
