Well if you are going Ynnari you probably want to include Yvraine in the list somewhere, she is very good. Ynnari also work better with a few big units rather than many smaller ones. Maybe consider combining the Skyweavers into one unit, and only bringing 1 Star Bolas for the unit (since it's a grenade attack that only one model can attack with at once)?

I'm not sure if you are going for a super-competitive list (Ynnari can be ridiculously strong) or are going for a specific theme. With the Visarch in there I have to assume you are going more for a cool/narrative theme than super-competitive. But without changing the list too much, adding in Yvraine, combining the Skyweavers into one unit and maybe even trying to get a maxed out Skyweavers unit in the list, would be an improvement.

Well, as said Yvraine would be the better choice as she can make the DRs shoot twice. So a larger DR unit would be advisable.
Ynnari-Harlies could get some more milage out of Harlies due to SfD.
Nevertheless, I still think that Harlies are not good enough as an army at the competitive level.
The CW detachment could be taken as Biel-Tan if the Windriders would get shuriken cannons all the way.

Troupes are meh. Ynnari troupes are even worse, and neuro disruptors are amongst the worst weapons in the game.
The Visarch is extremelly bad. Worse than a troupe master in pretty much every aspect, doesn't have any aura, and is a lot more expensive.

Theme-wise, the list is pretty neat though. Only bikes/skimmers, and the Visarch gets lots of cool points in my book.
If you're going for a fun non-competitive list (I assume that's the case), I would change the Skyweavers weapons to Haywire, because you lack anti-tank. You would still struggle against high T non-vehicles, but they would help a lot. Also maybe add some glaives (you can't fire more than one bolas per unit, and when you do so you can't use the bike's cannon).
Dropping the neuro disruptors would be a good way to get the points. Unless you really want them because they look cool.
