Yes, that would be fine because you have your Inquisition units isolated into their own detachment.

Also keep in mind that the "Suggestions for Organised Play" found in the BRB errata explicitly exempt Troops and Dedicated Transports from the limited times you may include the datasheet.

Yes! (well sort of, the transport is not dedicated to a unit, merely dedicated to being a transport - and is a detachment slot separate from any of the other units in the det.)
A Tank Commander and 3 Leman Russ's in a Vanguard Det., could take 4 Taurox's as their Transport allocation if you wanted them to, despite being unable to ride in them at all!

"Dedicated Transport" is somewhat of a misnomer and a holdover from previous editions. The only "special" thing about is is that you can only include one "Dedicated Transport" for each other unit in your detachment. E.g. if your detachment is 2 Company Commanders and 3 Infantry Squads, you can take, at most, five "Dedicated Transport" units.

This means you can "buy" a "Dedicated" Transport for something like a Land Raider if you so wish.
