I mean, it depends. Did the Terminators move in the previous movement phase? If so, then yes they suffer the -1 to hit for moving and firing Heavy type weapons because they don't have any exception to that rule. Naturally if they didn't move then they won't suffer any penalty to their rolls to hit.

Remember that they count as having moved for all rules purposes when they arrive from reinforcements.

Not sure why they felt the need to remove the terminators ability to fire heavy weapons on the move at no penalty this edition but they did.

It is only a -1 to hit, but for the price you pay for the weapons it ends up being no good. They could have made the assault cannon cost 10 points and the CML 15 points and it would have been fine.

Why ? Its a twin ML with a SB. A single ML is 20 pts, and a SB is 2 pts.

Destroyers/Heavy Destroyers have ignore -1 to hit after moving. Marker drones have ignore movement penalty. Monoliths have ignore movement penalty.

There are plenty residual relentless in play ATM.

But 2 MLs can fire at different targets. 1 CML cannot. It's a small difference, but one that GW seems to recognize, which is why many Twin weapons are less than the cost of 2 of the same.

I was about to correct you when I checked this and you are right. There really is no reason CMLs should be the same cost as 2 MLs.
CMLs have less range, have to fire at a single target and only get 2d3 shots on the secondary mode (as apposed to a combined 2d6 for 2 MLs).

Why, oh why, are CMLs so expensive? They should be 30ppm max, maybe even less

Only goes to show GW is doing entire overhaul of SM. Nothing is really priced right except for very few units in the codex.

There is one advantage to the Cyclone you aren't factoring - you're essentially getting 2 heavy weapons in one and on one model (which is preferable with how wound allocation works in 8e).

Not to mention you also get to keep your Storm Bolter.

I'm not saying that fully makes up for the points, but it is definitely something!
