I have content of 4 boxes but with only 2 Lords on Dracoth laying around (bought for a different project) and was thinking about what one can really do with those models.
Of course without buying into bits the options are limited as I don't have anything else Stormcast related (and I don't want to spend more for the Bits than I paid for the models) but I also would like to have a dedicated AoS army to play with as most of my old stuff will need upgrades too

First thoughts about the "easy" stuff:

Using a Lord-Relictor as a base for a Knight Vexillor, Lord Castellant, Lord Veritant and/or Lord Exorcist conversion is also possible.

Knight Heraldor, Knight Questor and Lord Veritant can be made out of Liberators

Knight Venator and Knight Azyros from Prosecutors if I find some bows that fit

turning Retributors into Protectors by replacing the head of the Hammer with Swords and adding Maces
replacing the hammers of the Prosecutors with Javelins and shields from the Liberators should also be possible with a little GreenStuff
and than taking the gained bits to add Grandhammers to the Liberators

So far additional Heroes, swapping unit weapons and upgrades should not be a big problem.

But even if this is just a modelling project, a list behind would be good to begin with as a plan makes things easier and the best would be to have something that will age well (as this is going to take some time)
So not the current meta list as this is going to change anyway (although turning easy to build Liberators into Sequitors screams challenge accepted in my head) but something that is still viable in a year and can be used for competitive play

Here the problems start is this means Judicators are needed.
An easy conversion would be to just replace Hammer and Shield with Spears/Javelins to indicate that it is a shooting unit, but will this be allowed/accepted?
adding Bows is difficult, not because it is hard to build those (looking at the High Elve models with their "flaming" bows and arrows) but to get the Liberators into an actual pose that does not look stupid while holding a bow.

Another question is of the 2 Dracoth should be converted into Fulminators or kept as Lord Celestant (don't know if 2 of them on Dracoth would be more useful than 2 Fulminators)

Or in other words, the big questions are:
what units and heroes are really needed?
can this actually work at all?
has anyone already tried something similar?

has anyone additional suggestions or ideas?

PS:
For additional units, I have a nice model from Raging Heroes that would fit a Celestant Prime if needed (or I make a poor guys version out of the models from the box and some GreenStuff), an idea to turn some old Goblin Wolves or Empire Horses into Gryph Hounds and found some ravens that can be used as Aetherwings

PPS:
Not sure about the theme of the army yet, as the original project I bought them for was a Fantasy Spartan/Acient Greek themed army but also an Asgardian/Norse or Ulric/Wolf theme would make conversions easier.

A quick model breakdown:
2x Lord Celestant on Dracoth
4x Lord Relictor

4x Prosecutor Prime
8x Prosecutor
= 12

4x Retributor A
4x Retributor B
4x Retributor C
= 12

4x Liberator Prime A
4x Liberator Prime B
8x Liberator A
8x Liberator B
8x Liberator C
8x Liberator D
= 40

Stormcast have 3 different Hero models, Paladin armour, Liberator armour and with Wings (Paladin Armour with Wings for the Celestant Prime)

There are 6 different Liberator models, 3 different Retributor models (4 with the Relictor) and 2 different Prosecutor models.
This are enough different models to convert each Hero from a different model and be able to use different models as base for the same Hero if I need them twice.

Spoiler:

Liberators:
Lord Castellant - Prime B/Liberator A
Knight-Heraldor - Prime A/Liberator C
Knight Incantor - Liberator B/Liberator D
(Knight Questor - Liberator A)
(Knight Veritant - Liberator B)
(Lord Arcanum - Prime B)

2x5 Liberator
2x5 Judicator (flaming Bows or Javelins, not using the Prime models here)

= 8 Liberator and 3 Liberator Prime left

Paladins:
Lord Relictor - Relictor/Relictor
Knight Vexillor - Lord Relictor/Retributor C
Lord Celestant (food) - Retributor A/Relictor

2x5/1x10 Retributor/Protectors

= 0 models left

Prosecutors:
Knight Azyros - Prosecutor A
Knight Venator - Prosecutor A/Prosecutor B

2x3 Prosecutors with Javelins

= 0 models left

Dracoth Rider:
Lord Celestant on Dracoth - Celestant on Dracoth
or
1x2 Fulminators - Celestant on Dracoth

= 1 or 0 models left

-------------------------------------------------------

11-14 Liberator models left (Questor, Arcanum and Veritant are optional) with enough Heroes and 4 Battleline units to modify the list and the possibility to field 10 Liberators. Other Heroes are named/unique or so I am not sure if it makes much to convert them neither have I models to make the mounted ones (though I have an old Chaos Knight/Pegasus Conversion that would fit a Lord-Arcanum on Tauralon)

Possible uses for those:

3-9 Vangaurd Raptors with Longstrike Crossbow (not sure how to convert those without the Bits)
5-10 Evocators (could be tricky to get the robes right)

3 Raptors + 5 Evocators would leave 3-6 Liberators for bits and/or later use

-------------------------------------------------------

possible non-Stormcast models:

Mantics KoW Naids would make a nice substitute for Skinks if allies are needed
Old Warhammer Empire Barded Horses or Goblin Wolves with Eagle/Falcon Heads would make decent Gryph Hounds (will surley make a test model)
Puppets War Raven can be used as Aetherwings, but with 28mm wingspan they are to small for a real replacement
Raging Heroes Ascended Sister Erzebel, Great Seraphim would be a nice Celestant Prime, and I have one laying around anyway
Converted Khorne Pegasus re-converted into a Lord-Arcanum on Tauralon (too small but just because I can)
