I just read the spikeybits summary on the Gibraltar GT results - it seems like the tournament was based on 1,750 pt armies - seems like it was based on the recent GW GT format?

Are there any other formats/GT's that play on points less than 2000?

The Hellstorm Wargagming guys recently had a 1,750 ITC event with 64 peoples, that followed similar mono-faction rules as the Gibraltar GT. Most tournaments still stick to the 2,000 limit, but there are certainly events in the UK/Europe that have toyed with 1,750.
