Did Orks ever get any kill team changes after the Orx Codex?

Nothing in Kill Team has ever been updated because for 40k releases.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

That is not true, we got the rules for the Gellerpox and that other one with the black tower stuff, I guess you may not call that 40k

New factions are hardly and update.

You can't update something that didn't exist before.

Despite many of the similarities between Kill Team and full 40k in rules, it is best to not consider them at all linked. As 40k sees more and more updates/rule changes I suspect many once similar elements aren't going to be there in Kill Team anymore. Certainly changes in one has no effect in the other or we would have 5 point Chaos cultists in Kill Team or still have 4 point cultists in 40k.

Which is fine, Kill Team has many similar elements to full 40k, but given the limitations and differences units, weapons, rules, etc. in Kill Team, I think it should be pointed/designed within how Kill Team works not how they work in full 40k. While that may have been the intention when Kill Team was released, I would argue that there is more money in Kill Team to not treat it as 40k lite since there are many prospective players that simply can't afford full 40k in one way or another.
