Does a Company Command squad or Dark Angels Veterans receive the same numbered markings as other squads, marking them as either the 11th or 12th squad in the company? Does the Dark Angels Veterans serve the same role as a Company Command squad?

On the veterans side no, iirc the command squad was separate from the company vets. Think of the vets as the company equivalent to codex sternguard units, they're the veterans of the company that have not been inducted into the Deathwing but whose skill st arms is higher than another battle brother
