Any suggestions? Like can I use a regular plague marine and just throw a jump pack on him? Or should I get a chaos lord and throw a jump pack on him?

You can 100% just throw a jump pack on a plague marine and call him a lord. If a particular model has the wargear/look/style/whatever, then just bung a jump pack on it and you're good to go.
It doesn't have to be the GW jump pack lord, which i'm not even sure they still make.
You could simply attach some Plague Drone wings to the back of one of your fancier looking Plague Marine models. It can look pretty cool, like a mini Morty.
