Are the SoS considered to be part of this faction? And would this allow them to be included in an Astra Militarum faction?

Assuming you're not referring to some new Psychic Awakening event stuff I haven't seen yet since I don't keep up with Warhammer Community directly, no, they aren't. Their Faction Keywords are IMPERIUM, ASTRA TELEPATHICA and SISTERS OF SILENCE. You cannot include them in an ASTRA COPYWRITUM detachment (in Matched Play). You can, however, include them as part of an IMPERIUM army, so long as you isolate them to their own detachment.

Your options are to either put them in a special no HQ Vanguard (as described by their "Null Maidens" ability errata) or to put them in a normal Vanguard using a Primaris Psyker from Codex: Astra Copywritum as your mandatory HQ selection, as the Primaris Psyker has the ASTRA TELEPATHICA Faction Keyword. You cannot use a Primaris Psyker to "link" a detachment together (in Matched Play) because the rule requires all units to share a Faction Keyword with ALL other units within the detachment, not just at least one other unit.

Exactly, only Aradia Madellan or a primaris psyker as HQ because of astra telepathica faction keyword. Or no HQ at the cost of a CP ion a vangaurd detatchment.

However, with the announcement of sisters of silence getting a rules update in the next white dwarf, having a "astra telepathica" detatchment (i.e. access to those two HQ choices) will limit you from using any new Relics or stratagems they are given alongside these new rules.

But who knows, maybe they will get there own HQ or something . We got to wait and find out.

As an aside, as "infinite" rolls is actually impossible even if the FAQ "allows" it, then it will always be a non-zero chance to pass them all. Eventually the two players will die. If they pass the game on to their decendents, they too will eventually die. And, at the end of it all, the universe will experience heat death and it, too, will die. In the instance of "infinite" hits, we're talking more of functional infinity, rather than literal.

RAW you can't pass the game onto descendants, permissive ruleset. Unless we get an FAQ from GW.

Yes, but a completley seperate data-sheet.

That's like saying Logan Grimnar is JUST a named Wolf-Lord or a Solitaire is JUST a named Harlequin troupe member.
Different data-sheet, different point cost, different abilities. So it is worth mentioning it is a seperate HQ option.
