IF, and this is a big if, all the loyal Primarchs were to be at the meeting for who would be the inheritor of the Imperium, who do you think they would pick? Roboute Guilliman would have been ruled out, regardless of the hypothetical meeting because he didn't want to appear to have grown power-hungry by housing a large portion of Imperium Secundus and instigate another civil war. Sanguinius was obviously chosen between himself, Roboute Guilliman and Lion El'Jonson in the original version, but adding to the list, it seems like Sanguinius might be toppled by the likes of Vulkan. And it's not like Vulkan would be "jogging for the job", as he even declined the Emperor's offer to lead the 18th Legion/Salamanders in "Mercy of the Dragon", saying that he was just a son of a blacksmith, that he didn't want to be a conquerer or general like his fellow Primarch brethren. Sanguinius, while beheld by many to be a great leader, had hesitations at bearing such a task. So, the most loved, easy to get along with, both had reservations about carrying such power, whether it's a Legion or larger.
