So, this isn't an armylist but more of a question if it is at all possible to make a decent AC force with just 1000 points.
I'm guessing a battallion is out of the question? Any suggestion on a well rounded list would be appreciated. I'd mostly play against DA, Orcs, Astra Militarum or CSM.

Possible? Of course. Do I know how to do it? Maybe, I’ve had some luck with a small custodes detachment in my army and I’ve been trying to make it a stand-alone force.

To start with the battalion question, I wouldn’t dismiss it out of hat, but basic custodian guard are some of the least effective units you have access to. I’ve had better luck using a warden based army, a small point hike for +1 A and +.6 wounds is a no brainer if don’t have a CP hungry army. To that end, I would avoid allarus terminators and (less so) jetbikes, since those are your most CP hungry options. Admittedly they are also some of your best, but that’s where forgeworld comes in.

Get two 5 man boxes of custodians, run them in two units of wardens, a -1 to hit vexilla, and a shield captain, and you will have a solid 600-700 point anvil. The remain 300-400 points should be spent on some kind of fast/deep striking units. I think a dreadnought would be too slow, grav-tanks might work better with their large threat radius. I’ve been mulling over some aquilon terminators with flamers, but I’m not out to win tournaments. If you don’t want to use forgeworld, then you can never go wrong with jetbikes. I just wonder what custodes will get in PA.

Sweden

Vanguard Detachemnt
HQ
Shield Captain

Elites
2x Wardens 5+5
1x Vexilla Magnifica

= 789 pts

From there, is the question

Think Eipi is right saying that a dreadnought is to slow.
With Wardens you obviously have the anvil, remaining points needs to be a (faster) hammer.

A Grav-tank (210 pts) gives you 999 pts.

Or
Two Pallas (100+100 pts) = 989.
Add 10pts for a storm shield and 999 pts total.

Neither is solid and then again, neither is bad since we are talking 1 000 pts. Problem being, as with most elite armies in 8th; there will be a lot more shooting at you than you will be able to shoot back.

You should cut the wardens down to MSU or 4 per squad if you want to use all your models in order to save 100-200 points. A 800 point blob is overkill, 560-670 is more reasonable You could fit in one callidus and one pallas then. Based on the recent watchers of the throne article, it looks like SoS might be able to be played along side custodes in PA without loosing their Aegis. I don’t know though.

I've had some success with the following:

Vanguard detachment:
- Dawneagle Captains x2. Extra relic to make them both 3++.
- Vexilla Magnifica
- Achillus Contemptor
- Galactus Contemptor
- Sagittarun Custodes w/Misericordia
(lot of kit-bashes in there)

It does ... ok. Not everyone can handle a 2+/4++ that's also entirely at -1 to be hit, and a lot of your anti-horde shots are on characters that hide at the back until it's time not to. Taking a list with all of ten models at 1000 is not for the faint of heart though.

A more defensive build would be to remove the Vexillus Praetors and make all three Guard Squads as: 2x Sentinel Blade & Storm Shield, 1x Guardian Spear to add:
+HQ+
Shield Captain on Dawneagle Jetbike (160)
> Hurricane Bolter
+Elites+
Vexillus Praetor in Allarus Terminator Armour (120)
> Vexilla Magnifica
