I'm using a unit of havocs. Per the rules primer I declare that I'm using my havocs and that I'm targeting two different eldar flyers. My opponent wants me to declare my acutal guns and how many are going where before he uses lightning fast reflexes. I think that wrong because his stratagem says something like after an aeldari unit has been targeted, it can be used. I've followed step 2, I've targetted the units. I'm waiting for him to use or not use the stratgem before going to Step 3.
Do I have it right or am I missing something?

Rulebook FAQ:
Page 179 – Choose Ranged Weapons
Change the last sentence of the first paragraph to read: ‘In either case, at the same time that you choose targets for the shooting unit’s attacks, you must declare how you will split the shooting unit’s shots; then resolve all the shots against one target before moving on to the next

Your version was correct some 2 years ago, yes.
They FAQed it a while ago because people were abusing it this way, making things like Lightning Fast Reflexes, Rotate Ion Shields, etc.. near-useless.
Got to declare which guns go where now.

People didnt abuse it. They played RAW, it was GW who screwed up the rules (as usual) in the first place. The change is stupid. In step 3 the rules tell you you must declare how you split fire in step 2. But you already moved past step 2. Thats ridiculous.
1. Choose unit to shoot with
2. Choose targets
3. Choose ranged weapon

Seems logical when you declare target /split fire you say how you splitting said fire... otherwise id declare a unit of say 10 intercessors against 2 different units, you use stragemem x to improve survivability on one unit.
So then I go "aaaaha! i see your strategem and now i put 9 shots into a unit you havent used a strat on and 1 into the one you have made more survivable. Gotcha!!"

Yes, its logical, but GW didnt do it that way. The rule change is in step 3, choose ranged weapon. At that point you are past choosing targets, which is step 2. They should have changed step 2, choose targets.
