Seems to have happened overnight from what I can see, most GW product has had discount reduced from 20% down to 10%. I'd be unsurprised if others followed suit given the current conditions among online discount hobby retailers.
What we are unsure on is if this is a short term thing or if its long term reflecting a change from GW that might have been on the cards before Corona virus hit.

Yes. GW announced on Warhammer Community that all of their sites are closed (including the factory and distribution centers) until at least April 14th and no physical releases until May 2nd. That of course is a best case scenario at this time.
