Long story short: haven’t played 40k in... 3ish editions and never as any of the Eldar factions. What do I NEED to play Infantry/biker Eldar soup beyond the main rule book?
I’m not looking for list building/combos/what’s competitive just what Codex(es) do I need, and are there any situations where in order to take unit X R.A.W. I MUST take unit/model Y.
Homonculus, default plastic
Raider with Wrack crew and disintegrator
Probably some Grotesques
5 basic wracks, both special weapons, and multiple Acothyst
Succubis, double agonizer
15 basic Wytches, 2 hydra gauntlet wytches, and all 4 Hektarix options
Archon, default plastic
Archon, Blaster pistol and spear
Sslyth conversion
4 ur-ghul
9 basic Kaballites and at least 1 of each special and heavy weapon
5 swooping hawks/warp spiders, 4 rifles, 1 double pistol
11 guardians/dire avengers/black guardians
4 heavy machine gun type “weapon platforms”
2 dire avenger exarchs ccw/pistol
2 dire avenger exarchs 2 pistol
For the curious, a coworker is looking for encouragement to get their Tau painted and although I don’t play currently I realized I could relearn easy enough and probably build a space elf soup from what I had and a current non-40k project. Fluff wise they’re corsairs with non-elf auxiliaries and a visiting seer and their wraith killteam.
Other units I’m looking at possibly adding to the mix:

While this is technically correct (the best kind of correct), you could just use the battlescribe app for up to date points, rules and army composition. You'd still need access to the stratagems though.
I'm finding I never open my codexes anymore in 8th, especially with all the supplements/faqs/point changes.

Unfortunately I don’t know my probable opponent well so even though I know I’m not going to be cheating I’d rather be able to pull out an official document to show them if questions arise.

Follow up questions, for JUST Dark Eldar could I get by with the rule book and Drukhari codex if I’m not taking incubi and/or Drzhar?
Gut feeling wise, at standard points levels is there a chance I could build a list from what I have?

Well, you're always going to need codexes for your armies.
The main rule book is pretty superfluous, as is chapter approved, most players at the store don't have their own and it's mostly used for the missions anyway now that almost everyone uses battlescribe.
Psychic awakening has some ok stuff but you can easily just use the codex to be honest. Especially for the drukhari.

You certainly could but it would be a rather poor list. Drukhari have always been more of a mechanised army and your lack of transports is going to hurt the way you play quite badly. You will need one more Grotesque though, their units are a minimum of 3 models.

PA is only important if
a] you want ynarri
b] you want to create your own craftworld, kabal, cult or coven
c] download the rules and faqs d] if your friend plays, they likely have CA 2019, and since you only need it for points, borrow theirs or use battlescribe
Which means you need the codex[es]
