I mean, I guess it's in the title! I've got a bunch of the little guys that i've been just kind of hanging on to since january. I think i've got about 60? now i know i can get a bit creative with basing and all but I'm trying to figure out what I want them to be, Any thoughts?

Both. 40 Scarecrows and up to 20 Spectres. Usually, I don't use more than 2 Troops of ranged infantry. I could see using a full Scarecrow Horde though.

I would go with scarecrows. They're cheap units that fill the tar pit/chaff role.

Specters are of dubious usefulness, night-stalkers are not an army that is big on shooting so I prefer to just have more bodies to throw in.

I'm in similar boat, and have the exact same amount of models. I'm going large Scarecrow block and 20 Spectres. I like a bit of shooting for kicks.

You may get really good advice on the Kings of War forum, however, as they are naturally well versed.

@DarkBlack I understand where you are coming from, and Nightstalkers really are a melee army. However, my experience is that you need a little shooting to keep your opponent honest. Otherwise, vunerable specialist characters wander around with impunity, only being careful to stay out of charge arcs.

Bit of trivia: According to the forum, I'm taking a tour of Eastern Europe. At the time of posting my flag lists me as being in the Czech Republic, and a few days ago it said I was in Hungary. Where next?

A tour of europe sounds fun! I've been from canada for months now. Still not sure how it changed.

I'll check that forum out, Shrapnelsmile!

Right now I think I'm leaning towards the 40 20 balance, i'm not going to be playing anything super competetive (or against anyone but myself) for the forseeable future what with the lockdown. In addition to what i already have made that will give me a good amount of scarecrows.

How do shadowhounds do in the game, since I am asking questions here?

If you want to use specters, I would recommend them in troops.

I do well with mine. 20 attacks are a lot. Even with a mediocre Me 4+ and only TC 1.
Flying units largely don't have nimble in 3rd edition, so Sp 9 and nimble is much more valuable. You need to actually use the maneuverability to make them worthwhile though.
