I am a fan of mass battles, especially involving tanks, like FoW has them on offer. I even more like the pulp alternative reality shenanigans of the likes of C&C Red Alert.

Is there a ruleset and possibly even manufacturer covering both?

Horizon Wars is a fairly generic rules test that works for 15mm sci fi.

For vehicles, you might want to check out Thingiverse. Otherwise, you’d probably have better luck looking for 10mm or 8mm sci fi tanks, from ranges like CAV (mostly mechs, but some hover WW2tanks, laser tanks, not-40k, old pulpy tanks) or Vanguard (not-40k). You could also try Dropzone Commander, but that is much more futuristic sci fi than alt hist sci fi.

Yes, GZG and Old Crow are the place to look for 15mm sci-fi vehicle weirdness.

Well, interest is there. I lack gaming opportunities though, especially when it comes to such a niche in a niche. A look at those rules would be interesting though.
