Besides getting an updated codex, do I need the General's Handbook 2020? Do I need to get the previous ones as well? I mostly use Battlescribe or Azyr for lists.

Generals Handbooks are now split into two books which come with a single purchase.

One half contains optional rules, battleplans and general ways to play. The other half contains points updates for armies released up to that point. However some armies are not in the GHB (those published most recently since it takes time for a book to go to print and be shipped). All arlmies have their points updated on the free Warscroll builder anyway.

So you like as not don't "need" it save for the expansion and optional game rules. Meanwhile for points you can get them off the warscroll builder.

ps which army(ies) do you play?

Scenarios are rather handy. If you go to tournament expect them to be from GHB20. Generally you need some battleplans to make interesting game so need some source. If you don't have others GHB20 is as good source as any and gives you the ones tournaments will use until GHB21 comes.

And GHB20 have some scenarios that try to reduce impact of double turns deciding game so that's positive.

If you want to play matched play then yes you need GHB. It is re-released annually. It is the "standard" way to play unless you want to play open play (anything goes, no holds barred, no army construction rules, no points, no alliances, open universe) or narrative play.

The extra missions in the Generals Handbook are certainly a great way to play the game, But there are six scenarios in the core rulebook you can play as well, and they are great too. You don't need older copies, just the most recent.

Wolfspear's 2k
Harlequins 2k
Chaos Knights 2k
Spiderfangs 2k
