A 0CP stratagem gives executioners their current shoots twice ability.

A 0CP stratagem gives Eradicators or Aggressors shoots twice if firing on same target.

A 0CP stratagem gives Leman Russes within 5" of target Russ shoots twice if meeting current requirements.

Nah, just remove the ability for all the units that can fire twice and make it a flat 3CPs stratagem that works on anything. Alternatively a 2CPs one but locked into a specific chapter (and their equivalents), tipycally the weakest one, like Showing Off for orks is Bad Moons only. Alternatively adopt Flash Gitz ability to fire twice: the unit rolls a D6 after shooting, if the result is a 6 it can fire one additional time against the closest enemy target.

Free ability to fire/fight twice shouldn't exist.

If "shoots twice" goes generic then every unit in every army will need to be recosted on the proviso that it could shoot twice per turn.

@OP, I'm not really sure what you're aiming to gain from this change? if the stratagems are free then everyone will always take them!

Personally, I dislike all "shoot twice" stratagems, and I dislike all "may immediately fight or shoot before being removed" stratagems. Anything which detracts from the order of the game.
I do believe that there should be a "last hurrah" type stratagem for Characters who should be allowed to fight as if it were the fight phase before they are removed, provided that they did not fight already this phase. This stops people from having their CC monster that they brought to see wreck the enemy die to the opponents charge without doing anything.

In my last game, I had my warboss and meganobs in combat with a unit of primaris and a librarian. My warboss & nobs killed the marines, then the librarian attacked and killed my warboss. I popped "Orks is Never Beaten" and attacked the librarian, killing him. The librarin popped his equivalent and attacked the meganobs and killed them. net result, everyone died. Really, it should have been my warboss and the marines dead, and the meganobs in combat with the librarian.

If my warboss had killed the librarian, a stratagem to have the librarian fight back would be cool, but having both of them fight twice just because they were being hacked to pieces? not really sensible...

Most of these abilities are already too good make them 1 CP

I think the tanks that have the "shoot turret twice if moves under half movement" should remain as they are. They have a fluffy niechy rule I think that sets them apart from other stuff.

I'd love for any other forms of shoot twice/shoot again to dissapear along with re-rolls.

This would make the above mentioned rule even more pronounced.
