If I am playing using the GT2020 mission pack, and I use the Daemonic Incursion Stratagem after my turn 3 movement phase (thus the unit would come in on turn 4 movement), is the selected unit allowed to return to the table, or is it considered to be destroyed?

Codex: Chaos Daemons wrote:Use this Stratagem when one of your DAEMON units (other than a named character) is destroyed by a GREY KNIGHTS unit. The destroyed unit is returned to your army at full strength, and is set up on the battlefield at the end of your next Movement phase, anywhere on the battlefield that is more than 9" from any enemy models. This does not cost you any reinforcement points in a matched play game.

On p. 208 of the BRB you will find what a reinforcement unit is, on p. 256 you will find what strategic reserves are. The turn 3 limit only applies to reinforcement units or strategic reserves. When a unit is destroyed, and returns to the battlefield, it has been on the battlefield, and therefore is not a reinforcement unit, or strategic reserves.

Agreed. The 3rd Battle Round rule applies ONLY to units that did not start on the battlefield and have never been on the battlefield. A unit that is respawned after being destroyed, or goes into strategic reserves from the battlefield, are not subject to the 3rd Battle Round rule.
