Simple enough question but I’m having difficulty finding an exact answer in the rules. Does having an inquisitor filling an HQ slot in an imperium detachment unlock their strats and relics or do you need a full inquisition detachment?

The Pariah book has the rules. If you have an Inquisitor Unit you "unlock" the Inquisition Stratagems. To get the Warlord Traits and Relics, though, you need an Inquisitor as your Warlord. There is a Strat, however, to give an Inquisitor that is not your Warlord a Warlord Trait and access to Inquisition Relics. Bit of a loop!
