Hey, I've been out of the hobby for years, but recently came back (something about "I'll never spend another dime on GW products until they release plastic Sisters!). I'm in the process of rebasing my old school Sisters and Seraphon and the Sisters Hospitaller are a particular issue for me because their base size has straight-up doubled. I've been thinking of putting a wounded soldier or civilian on the base to use some of the space and get across the whole idea that these are essentially angels of mercy on a wartorn battlefield, but I'm having trouble finding any good options at a decent price. I do have some Guard and Space Marines I could chop up and convert if needed but I'd prefer not to if I can. Does anyone know of any good wounded soldiers/civilian models out there that would look good on a base like this? Thanks!

You can get printed SM casualties, they actually look pretty good.

There are plenty of IG casualties, cheap wise probably the ones from Cadian command boxset, bandaged arm sling.

Other available options:
Old Cadian metal command had a guy on the ground holding his shoulder
Old metal IG tank crew had a crew crouching holding shoulder and a pistol
Dkok quartermaster set have a guy on the ground reaching for help
Praetorian range have a dead and wounded trooper
Tallarn range have 2 dead troopers
Vostroyan range have 3 dead troopers
Valhallan have a dead trooper from special Black Library set

There are also plenty of 3rd party wounded suitable for IG.

Was there not a Valhallan that was holding the leg also?

GW did release a bunch of prone space marine casualties back when they were still doing metal models. You might be able to find something like that.

Otherwise, IG-wise, back in the RT days, there were "casualty" guard figures. Again, metals.

Probably ask a friend with a 3d printer to do some for you?
