No, those are sculpted wings on their jumppacks to give them the image of being more Angelic and to pay homage to their Primarch.

it's always been apart of a larger question i had

did the Legio Astartes adapt the physical features of there primarch

were the Thousand Suns red skinned like Magnus?

did the Emperor's Children all have white hair like Fulgrum, do Ultramarines all have blonde hair like Roboute?

I think there is mutations, to an extent. But then there's also things like environment. I'm not sure if there has ever been confirmation if the salamanders and raven guard have their unique skin colour because of their Primarch or because of their homeworld.

But a lot of things are indeed meant to mimic their primarch. Such as the word bearers tattoos (or engravings I can't remember) or the metal arms iron hands get when inducted and the wings on sang guard jump packs.

The genetic changes wrought by gene-seed implantation can make an Astartes look like their Primarch but only a passing resemblance. The Legions with serious mutations I.E. Space Wolves, Raven Guard, Salamanders, maybe the Night Lords not 100% sure on them, would have physical differences on a wide scale. As for Magnus, he chose to be red just like he chooses to be X feet tall as his psychic abilities allowed him to change his form.
The Raven Guard have a malfunctioning Melanchromic Organ which turns their skin white as well as their hair and eyes pitch black. The Salamanders coal skin (literally has the texture of coal) and glowing red eyes are a mutation born from the radiation found on Nocturne and Prometheus influencing their gene-seed. The Iron Hands sever a hand and replace it with a bionic to replicate the metal arms of Ferrus Manus, part of their "the flesh is weak" beliefs. The Blood Angels are very interesting as their gene-seed impacts each Astartes differently. Some become beautiful like Sanguinius, your model angel kind of deal, whereas some look pale and Nosferatu-esque. Obviously, all gain the Red Thirst and get vampire's teeth.

This. Well-put. Although I was under the impression that Magnus's appearance was sometimes unique to each viewer rather than a case of literal shape-shifting. Mortal brains trying to comprehend a being with one foot in the warp and all that.

The very first Horus Heresy novel spends a fair bit of time talking about how some of Horus's favorite marines came to strongly resemble him after geneseed implantation, with one gaining the nickname "Little Horus" for how strongly he resembled his gene-father. So becoming a marine can absolutely change your appearance even if you don't grow vampire fangs or what have you. There are also geneseed mutations that don't seem to have anything to do with your gene-father's appearance. The Black Dragons (primarch unknown) sometimes grow bony horns and Wolverine-esque bone swords that they can snikt[i] out of their arms.

Ah, see the Black Dragons and other Cursed Founding chapters have mutations due to the Mechanicus tampering with their gene-seed to produce purer specimens. Funnily enough, it didn't work and many Cursed Founding chapters have mutations or in some cases turned traitor:
Black Dragons - Cool bone claws and horns.
Lamenters - SUPER bad luck. Initially weakened Red Thirst and lack of Black Rage but more prone to depression. This didn't last and now pre-Great Rift they are down to about 200 marines who all suffer the Thirst and can fall to the Rage. Alfabuse did a TTS short that while very funny was also very accurate. :(
Fire Hawks - Also bad luck. May have become the first Legion of the Damned after being lost in the Warp.
Blood Gorgons - Turned traitor and now serve Chaos. Famous for being the Warband on the Codex cover.
Flame Falcons - Mutation caused spontaneous combustion that slowly turned the Falcons mad and they were put down by the Grey Knights.
Minotaurs - Maniac attack dogs for the High Lords.
Sons of Antaeus - Super strong bones not gained from drinking loads of milk.

The Raven Guard mutation's an interesting one because apparently it was super charged after the primarch was found. Originally, marines of the XIXth legion would develop white skin, black hair, or black eyes. Rarely two of them, but never all three. After Corax was discovered, every Raven Guard started developing all three.

Access to the pure genetic code probably. Whenever a Primarch was found a Legion could create more gene-seed and recruit more Astartes so it stand to reason that getting it from the source rather than a sample would lead to stronger genetic ties.

Look at SG models, these are just steering flaps as they have single pack fixed engine, not two like other SM. Much like flaps on primaris packs, just decorative.

They arent even steering packs as the Single Large Thruster has two smaller ones hidden behind the Wings for steering and stabilization. You can see it on Heresy Model of the Jump Pack.

They have steering ones, but seeing we see the wings move in the art (or in BA relic description) these are used for steering too and would grant superior maneuverability/ability to brake compared to just standard pack. Look at BA chaplain model, the wings make sense spread to provide extra lift for the jump he is starting, but they would be absolutely useless or even a drag in any other case so he must be able to control them.

Spoiler:
In the recent novel Penitent, there are astartes found that appear to be decendents of sanguinius who do have actual feathered wings growing from their backs. These are linked to the King in Yellow and seem to have escaped from an extradimensional pocket area where a secret city-state is being created by (supposedly) Constantin Valdor. We dont know yet if these are actual blood angels who have just survived the black rage for thousands of years, or if they are a new genetic experiment (likely the latter). There are alot of clones being made in said secret city so no telling.
