The limit should be 0. Stupid concept.

I don't think there's ever been any limit placed on them. There's also absolutely no explanation. Not even any hint of a suggestion, AFAIK, which is one of the more annoying things about them.

I suspect that the explanation might turn out to be something along the lines of the Sensei from Rogue Trader - biological children of the Emperor

They just kind of exist. Mutants that live a long time and regenerate. They can be natural or artificial and I believe it's one of those things the Old Ones could do with their super high tech and magic powers. Erebus did it using an ancient ritual to bring Argel Tal's favourite person back to life.

It's actually the opposite. They preceded the Emperor and the Emperor is one of them. He used their secrets to create the Primarchs, Custodeus and Marines.

That is if anyone in the book was telling the truth. Which is not a given.
