Finally got the tweaking to work out to something old/new balanced as well as RW/DW balanced. I know the CP's are off, it should be 8 I think - most of the army is two by two. Two Outriders, two Bladeguard, Two of the new Melta Speeders, Two Caps, two LT's, two Shootinators, each Det has two CCW units and two shooters, two units for "tanks" and two for "grunts". Sort of.

My main gripe with this list (but I may be wrong) is that being comprised only by minimal size unit each and everyone of them will stop protecting Character after the first casualty (except I think the Bladeguards).
Am I right?
Also probably both Sammael and Belial together are overkill.
Finally, I think you should include at least an Apothecary, and possibly some additional support character like a stendardo bearer.

The list is fine imo.
I would consider dropping the Primaris LT for a RW Apothecary if you can find one. You might have to drop an assault cannon to fit him in.
I have found that 2x named characters is appropriate for a dual wing list but I might not do that if I was running a Battalion or something.

your deathwing terminators suck, thats some of their worst loadouts, especially when you could bring chainfists that are objectively better then power fists. and im aware that they are just 2 dark vengeance squads, but maybe theres a reason dark vengeance was a terrible box set

Bro, your bluntness is not really necessary, and chainfists are not ALWAYS better (d3 damage is swingy). Honestly your attitude towards new people trying to learn an army is always so hostile. It's one thing to give constructive criticism and advice, but you do it in such a rude and condescending way. That is neither helpful nor desireable, so either be nice or please go away.
@ OP: ionusx isn't entirely wrong here; Assault Cannons are generally not very good. Whenever you get the chance and start expanding your Deathwing collection, one thing to grab would probably be a couple of Cyclone Missile Launchers. Or, skip the shooty Termies entirely and get some with either twin Lightning Claws or Thunder Hammers and Storm Shields. The suggestion to replace the Lieutenant with a Ravenwing Apothecary is also a good one; with the Talonmaster in there, the other Lieutenant is probably redundant and Ravenwing Apothecaries are really strong choices right now, especially with the Chief Apothecary upgrade and associated trait.

I'm under the impression that, defensively, the presence of the terminators in the list at all is good and their loadout is a non issue tbh.
If it was a pure army of DW units only, I'd be more inclined to worry about loadouts on the DWTs. Let the Bladeguards be the ones to do the heavy lifting. The rest of the DW are just cheerleaders.

If you intend for the Deathwing, both Bladeguard and Terminators, to do the heavy lifting then you might want a Deathwing or Bladeguard Ancient with the Pennant of Remembrance. Remember that your Bladeguard will not be Obsec unless you add a suitable Warlord Trait to somebody who will accompany them (like the Ancient). Maybe drop one Bladeguard squad, bump the other one to five models to get the points.
You certainly want a Ravenwing Apothecary in there. Dropping the Strikemaster should just about do it (as others said you already have a Lt type).

Not even the Lt thing- its just that you can get your Deathwing rerolls against the important targets where it matters in melee (monsters etc) and the LT will just be standing around picking his nose while you enjoy full rerolls in that case haha.
I also think its ok to only have a single unit of bladeguard like Tango mentioned
