I want to give my hell blasters to my friend that I play each month, for use in his 1kSons Army, as an attached unit of DW Fallen Hellblasters. But I can't find the rules or FAQs that govern what can or cannot be Fallen units?

I believe that they are about to release a White Dwarf with brand new Fallen rules in it.

Yes, there are, Codex CSM.
You can make preciscly one vanguard detachment with Cypher and 3 squads of fallen.
As of right now, the next WD will bring an index, which can range from basically reimplementing Vigilus formation which allwed sorcerers and rhinos to a lot better, but still probably tied to oldmarines.

Chaos marines players: "Since when are Daemonengines 30k models and why do i have NO droppods now?"
GW" MONEY.... erm i meant TOO MANY OPTIONS (to resell your army to you again by disalowing former units)! Do you want specific tyranid fighiting Primaris? Even a new sabotage lieutnant!"
Chaos players: Guess i stop playing or go to HH. |

So fallen are CSM, and not Dark Angels? I really screwed up then, because I thought they were this baddassed way to include a det of DA into any chaos list.

See the problem is what a faction/ subfaction should be and what they are.
FWIW, fallen are basically chosen and cypher is... ok i guess.

So can a detachment of Fallen be Hellblasters? Or are fallen a specific unit?

Fallen are an elite choice of IMPERIUM, CHAOS, FALLEN.
they are basically chosen wich if they stand still can reroll 1's naturally.
So no, you can't use anything from the loyalist dex.
And indeed even if you could primaris would not be among the fallen.
