Asking for a friend - cliché I know

Which army has more diversity and is more fun to play and play against? Excluding power level obviously with Drukhari being somewhat overtuned

Orks have a lot of new stuff on the horizon and are generally a "kitbash" faction, which makes for a fun and diverse look. I can't really comment on the playstyle, but what I read made for a good impression on that front, even though it seemed to lack in power.
I played against DE once and I can't say it was an overly fun engagement, but it was back when I basically only owned a starter worth of Marines.

Dunno how they play in 9th yet, but the Ork models are lovely to paint.

In terms of diversity, I 'think' Drukhari win it, between pointy elves, creepy coven stuff, various beasts, and Court of the Archon.

Fun to play against is very subjective, but Orks have more of a comedic flavour which can enjoyable for both sides.

Honestly both can pretty much run the gamut.

Currently orks' shooting options are wholly limited to units that use special rules to be able to shoot worth their points value, and being more of a mid tier codex means that while tbey can in concept do MEQ style midlevel infantry with nobs and warbikes they're just completely underpowered and unviable.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"

"you think it is you who has gotten me, yugi, but it is I who have gotten you! I declare the ever-vigilant stratagem to attack your rubrics with my custodes' ranged weapons, which with the new codex are now DAMAGE 2!!"

"...which leads you straight into my trap, Kaiba, you see I now declare the stratagem Implacable Automata, reducing all damage from your attacks by 1 and triggering my All is Dust special rule!"

Starting DE at the moment is going to look like band-wagon jumping - so long as your friend is OK to field accusations of such...

A bigger problem might be availability. Last time I looked pretty much all DE kits had sold out.

I vote Orks if only for whatever squig based contraption is on the horizon.

Your friend should play whatever army he wants to paint 2,000 points of, first and foremost. There's no sense in starting Dark Eldar because they're more "fun"(subjective term here) if he hates the entire miniature range.

Consider all the aspects:

1. Fun to play?
2. Fun to collect? (some armies are easier to get the models than others)
3. Fun to paint/assemble? (old Drukhari range drove people mad assembling because of how narrow some bits were)
4. If you care about lore, which pulls you in?

Go with the one that is going to make you have fun, and which you will enjoy collecting/painting.

Dark Eldar have a diverse set of models/kits, but with a rather singular overall aesthetic. Any deldar army is inevitably going to look like any other deldar army, but with different paint schemes.

Orks offer you the ability to create drastically different themes or aesthetic styles via looting and kitbashing, even while staying inside the "official GW" end of the pool. You can have ramshackle mad-max orks, you can have orks cosplaying as space Marines, you can have orks covered in tribal totems and skulls, you can have pirate orks, fast-food employee orks, WWII orks...

Drukhari have more viable options at the moment, but the ork roster is huge. Greenskins have way more possible builds and combinations than drukhari.

Orks codex isn't already soon though, and we all know that rules are shifting pretty often, so the only advice that should matter is buy the miniatures you like more.
