Hey all!

So, I'm new and building my first army, and I'm currently about to assemble a unit of 20 plaguebearers, but I'm not quiet sure how many icon bearers and pipers I can have in the unit. Although, the warscroll is clear on the numer of Plagueriddens I can have (one), it's not as clear when it comes to pipers and icon bearers. It just says "models in this unit can be pipers/icon bearers", but does that mean, that I can just state before a game, that all my plaguebearers are pipers and icon bearers?

You can have any number of them but they need to be modeled as such (and points paid if they're extra - but I don't think any are).

Its to allow for multiple musician and banner models in a unit in case one gets killed. They should be modeled as such and its a case of 1 Plaguebearer = 1 Banner OR 1 Musician, a model cannot carry a banner and pipes IIRC.
If you want to proxy all the models as banners/pipers then ask your opponent.
Its best to just go with what the instructions for building say i.e. 1 banner and 1piper per block of 10.

Depends on wording. If it says 1 per 10 can be x or y then same model can't be same. If it's 1 per 10 can be x and 1 per 10 can be y then can be. But i would generally avoid putting both to same for same reason you should put as many as can. Too many model snipe effects out there. Don't want to lose 2 for 1.

As for modeling you need some way to show which specific model is one to make clear modei isn't conveniently always what is best for you.

This is correct for the time being. GW has been changing this as the battletomes are updated to match what the comes in the kit (i.e., one Icon Bearer and one Piper in a unit of ten Plaguebearers).

You will want to do 1 icon and 1 musician per 10 models. That will be the limit when they get updated.

On a side note, is there a reason why you wouldn't want maximum drums/banners in all units? I have looked at points of a few armies and these seem to be free, is there an army that pays for them or did I read new points costs wrong?

They are free.
Reasons you would not:
1) Aesthetically, it looks terrible.
2) Would cost extra to acquire all of the extra bits for minimal gain. Seriously, there's like 5 effects total that can specifically kill out individual models, the only reason they wouldn't die last is because you picked for them to die first or arranged your unit weird so coherency got them.
3) New books like Soulblight Gravelords are limiting 1 per 10 models, so if you tried to do something like that eventually the bell would toll and you'd have an invalid unit.

Converting an entire unit to have drums and banners could actually look pretty cool. I wouldn’t bother to do it though because when your book gets updated you’ll probably be limited to exactly what’s in a box.

For 2 note 99.99% cases you get those in the box. Don't know anything but plaguebearer where you could get all. Rest are 1/5, 1/10 etc.

I have 14 armies. Not one of them can take command models freely. All have 1/X limitation. All gets enough in the box so no need to acquire extra bits unless we are talking about 2nd handed model purchace from days of FB where it was 1 per squad max or units that got models from push fit starter models(blood warriors looking at you...)

I've yet to actually see anybody snipe a standard bearer or musician, there are usually better targets for such abilities.
