I'm really disappointed in this as I was hoping to make an army out of Khadron Overlords, Fyreslayers and Disposessed. It wouldn't have been a good army, probably, but one that uses the models I have and fluff about Dwarves working together.
KO and FS aren't diverse enough to be interesting on their own. Not enough different units, especially among core (batteline).
There's no grand alliance rules anymore indeed.
However your army idea can work still. Take cities of sigmar army. That has the dispossed units. There's city whose name escapes me that gives you kharadron as coalition which means 1/4 units can be kharadron's. Kharadron unit can't be battleline nor general though but other than that you can give them artifacts and they gain cities of sigmar and that's cities keywords so quite a few buffs works.
Then you can take fyreslayers as allies. Again max 1/4 and more annoyingly only 400 pts but better than nothing. These also are allies do don't get any alliance bonuses or relics. But then again old grand alliance you wouldn't have allegiance abilities on anybody. Just bunch of relic options which weren't generally that hot.
You can further expand by taking stormcast as coalition which is another 1/4 units. In theory you could have for each cities of sigmar unit 1
KO, 1 fyreslayer and 1 stormcast unit though point limit for fyreslayers would run out soon.
