I have a question about stacking effects that reduce attacks on enemy models.

Say I equip two of my custodes characters with the Stasis Oubilette relic and the Auric Shackles relic respectively. The Stasis Oubilette lets me pick an enemy character within 3" and halve their attacks (rounding up). The Auric Shackles relic lets me reduce the attacks of all enemy characters within 6" of the bearer by 1 to a minimum of 1.

Which of the two effects takes precedence over the other? The halving attacks or the reducing attacks by one? Or can I choose which one applies first?

So if an enemy character has 6 attacks, can I halve those to 3 and then reduce it by one....or do I have to reduce it by one to 5 attacks and then halve it to 3 (cause rounding up), thus rendering the Auric Shackles useless.

From the core rules:
- All characteristic modifiers are cumulative.
- Apply modifiers in the following order: division, multiplication, addition, then subtraction.
- Round fractions up after applying all modifiers.
- S, T, A and Ld can never be modified below 1.

So it would be reduced to 2.

Yeah its almost good.

Do note though, that you do not count any additional attacks from things like chainswords, squig bites, or extra attacks granted from charging when you use the Stasis Obilette.

It only considers the attack characteristic on their datasheet.

Poor Custodes only real good relics are the ones that give them a 3++ or make their D3 damage into flat 3.

It's not at all for tournament play, but if you face a lot of ghazghkull or c'tan, especially the nightbringer, in a friendly meta....this combo can be decent. Both nightbringer and ghazghkull only having 2 attacks seriously cripples their damage output and they can be tarpitted this way quite well, which is something that would hardly be possible for custodes.
